EMA conducted a national financial management training program for the U.S. Department of Housing and Urban Development (HUD). The goal of the training program was to enhance grantees' financial management skills in order to achieve a higher level of accuracy in budgeting and tracking of federal expenditures. The curriculum content included indirect costs, cost allocation, Office of Management and Budget (OMB) circulars, and financial and administrative controls and procedures.
EMA developed a Grant Application Handbook and a script for a companion Training Video, which was designed to enable inexperienced grant writers to compete more effectively for awards. We were selected by the U.S. Department of Education to develop a series of guides on the subject of indirect cost rate determination. These guides were designed to foster consistency and establish standards for indirect cost rate proposal submissions. We have developed custom policies and procedures manuals and technical guides for many private organizations on a variety of topics.
